To advise State Employment Security Agencies (SESAs) that web-based reporting of Standard Form (SF) 269 financial data into the Enterprise Information Management System (EIMS) will be accessible beginning with the quarter ending March 31, 2001. This applies to SESA administered Employment and Training Administration (ETA) programs for which SF 269 reporting is currently required. The automation implementation process is set forth in this directive.

To provide instructions and procedures for the preparation and submission of the Section 167 Housing Assistance annual grant plans for PY 2006.

To provide guidance to the States about a policy decision concerning the relationship between the AWN Toll-Free Help Line (1-877-US-2JOBS) and the Internet-based ASL (www.servicelocator.org), and the impact of this decision on the partnership between these two national tools and resulting State and local responsibilities.

To provide instructions for the preparation and submission of the National Farmworker Jobs Program (NFJP) grant plans under the Workforce Investment Act (WIA) Section 167 for PY 2006.

To provide guidance to States and local areas for Program Year 2001 youth services under the Workforce Investment Act of 1998.

To provide guidance on the rescission of Fiscal Year (FY) 2006 formula funds for the WIA Adult and Dislocated Worker Programs for Program Year (PY) 2005 as required by the Department of Defense, Emergency Supplemental Appropriations to Address Hurricanes in the Gulf of Mexico, and Pandemic Influenza Act, 2006, Public Law (P.L.) 109-148, December 30,2005.

To provide the final planning allotments for PY 2001 basic labor exchange activities to the States, as required by Section 6(b)(5) of the W-P Act, as amended.

a. To provide additional guidance to the workforce investment system regarding the modification of NEG BRAC 2005 strategic planning grants.

b. To provide guidance to the workforce investment system regarding new applications for NEG-funded assistance for individuals, military installations and communities affected by BRAC 2005 once the Department of Defense (DoD) timelines are available and well-articulated reemployment strategies are in place.

To transmit guidance promoting the seamless integration and coordination of services provided under the Trade Act programs - TAA and NAFTA-TAA - with the services provided under the WIA.

To provide Welfare-to-Work (WtW) formula and competitive grantees with guidance on the WtW revised definition of administrative costs, to announce the effective date for its application, and to provide instructions on reporting expenditure adjustments.
