SUBJECT	:	Handbook for Interstate Claimstaking - Issuance of Interstate Continued Claim, Form IB-2 by Agent States

1. Purpose. To advise States of a change to the Summary Page of the Handbook for Interstate Claimstaking and to request that each State revise its summary page to provide the new information.

2. References. Handbook for Interstate Claimstaking; ET Handbook No. 392.

3. Background. Currently, the interstate procedures prescribed by the Interstate Conference of Employment Security Agencies' Interstate Benefit (IB) Committee, provided in ET Handbook No. 392, require the agent State to issue two Continued Interstate Claim forms, IB-2s to each claimant filing an interstate initial claim. This requirement is to provide liable States with sufficient time to provide claimants with the type of form it wants used under the Interstate Weeks Claimed Double By-Pass procedures. When implementing the weeks claimed by-pass certification procedures, it was envisioned that with the implementation of the INTERNET initial claims telecommunication application, the TC-IB1 would be processed in a manner to automatically generate certification forms to each claimant, thereby totally eliminating the need for the agent State to issue any Form IB-2s. A number of States have implemented such procedures and have requested that no Form IB-2s be issued, while other States have not implemented such procedures and request that the agent State continue to issue the forms. However, the number of forms each liable State wants issued differs. Therefore, the IB Committee in considering the requests has decided that the basic procedure will remain the same. However, to provide liable States with a choice, the Summary page of the Handbook for Interstate Claimstaking is being revised to reflect each State's choice of having two forms or no forms issued.

4. Handbook Change. The Summary Page (B) of the Handbook is being revised to add a sub-Item 10 under Item A, Special Provision, to allow each State to answer "yes" or "no" to the statement "Issue IB-2s". When a State checks "yes", the claimant will be issued two (2) Form IB-2s at the time of an initial claim in accordance with existing procedures. When a State checks "no", the claimant will be issued no Form IB-2s at the time of an initial claim. This information will be added to the Automated Handbook.

5. Action Required. SESA Administrators are requested to provide a copy of this letter to appropriate staff and insure that the State's updated page(s) are received in the National Office (Attn: TEUMI) no later than COB March 13.
