National Tax Conference

  1. Purpose. announce a National Conference of State Unemployment Compensation (UC) tax managers in Reno, Nevada, April 1 through 4, 1991.

  2. Background. The Employment and Training Administration (ETA) is rescheduling in April 1991, a National Unemployment Insurance (UI) Tax Conference originally scheduled in February 1990.

    The last national tax conference was held in July 1983. Since then, several new UI tax issues and controversies have arisen, e.g., employee leasing, increased delinquencies, misclassifications, and Section 530 "Safe Harbors" legislation.

    The conference will bring together State and Federal staff and provide a forum to: a) discuss current tax issues; b) exchange ideas and recommendations on enhancing the Federal-State UI tax program; and, c) showcase exemplaryinnovative State programs and practices.

  3. Agenda. The Unemployment Insurance Service (UIS) developed the attached agenda from recommendations of State UI Agency UC tax administrators and UIS Regional Office staff. Tax matters addressed at the UI Directors National Conference held in November 1990 have also been added to the agenda.

    The program is directed toward, but not restricted to, State tax chiefs and staff directly involved in UC tax program operations.

  4. Participants. Candidates for attendance to be selected by the States should be the chief of each State's tax operations and others involved in UI tax accounting, employer compliance, collections, and field operations. State Employment Security Agency Administrators and UI Directors are also welcome.

  5. Arrangements. The UIS staff in ETA's San Francisco Regional Office has arranged for accommodations and meeting facilities for April 1 through 4, 1991, at the Sands Hotel, 345 North Arlington Avenue, Reno, Nevada, 89501. A block of rooms has been reserved for conference participants. Those attending the conference are responsible for making their own hotel reservations. Reservations should be made by March 25, 1991, requesting the group rate for the U.S. Department of Labor.

    To make reservations, call the hotel at (800) 648-3553. The room rate is $43.20 per night, single or double. Reservations will be confirmed only if accompanied by a deposit of $43.20 or if guaranteed with one of the following credit cards--Master Card, Visa, or Diner's Club. Transportation from Reno's Cannon Airport is available by taxi ($7.00) or by shuttle ($4.00).

    There will be a registration charge of $25 (or less).

  6. Workshop Panel Members Demonstrations. State staff wishing to make a presentation in any workshop panel andor demonstration listed on the attached agenda should submit the request to the appropriate Regional Office on or before March 1, 1991.

  7. Action Required. State Administrators are requested to:

    1. Select candidates to attend the conference,

    2. Provide their ETA Regional Director for UI with the names and titles of individuals who will attend the conference, and

    3. Advise the Regional Office if you would like to have a staff member considered for a panel member in a particular workshop or to demonstrate a procedure or system you feel would be of general interest to the other States.
