Emergency Unemployment Compensation Act of 1991 - Questions and Answers

  1. Purpose. To respond to questions raised by States and Regional Offices regarding implementing Public Law 102-164.

  2. References. The Emergency Unemployment Compensation Act of 1991, Public Law 102-164, as amended; GAL NO. 3-92; GAL NO. 4-92; the Federal-State Extended Unemployment Compensation Act of 1970, as amended; and 20 CFR Part 615; ET Handbook 392; ET Handbook 399; ET Handbook 401; Section 5100, Part V, ES Manual and UIPL 6-92.

  3. Background. Public Law 102-164 created the Emergency Unemployment Compensation (EUC) program, which was amended by H.R. 1724 on November 27, 1991. The EUC program provides for different EUC durations depending on the State's unemployment rate and exhaustions.

  4. Action Required. State Administrators are requested to make a copy of this letter available to all appropriate staff.
