Section 5 of Executive Order 14278 on “Preparing Americans for High-Paying Skilled Trade Jobs of the Future” directs the Department of Labor to deliver unprecedented transparency and accountability on the performance outcomes of all workforce development programs. As part of its efforts to fulfill this mandate, the Employment and Training Administration (ETA) is publishing the Workforce Innovation and Opportunity Act (WIOA) performance data for all local workforce development boards (LWDBs).
To advance the Administration’s efforts to reach and surpass 1 million new active Registered Apprentices, the LWDB performance data includes the number of WIOA title I participants who were enrolled in a Registered Apprenticeship program. ETA believes that publicly tracking this metric will help facilitate stronger connections between the public workforce system and the proven model of Registered Apprenticeship to connect more Americans with high-paying jobs.
The performance results displayed below are generated by state
submissions of individual participant records according to the
Participant Individual Record Layout (PIRL) (ETA-9172)
and aggregated according to the WIOA Quarterly Performance Report (QPR)
(ETA-9173).
Workforce services for eligible adults are available through the WIOA
Adult program authorized by WIOA. The WIOA Adult program serves
individuals and helps employers meet their workforce needs. It enables
workers to obtain good jobs by providing them with job search assistance
and training opportunities.

Workforce services for eligible dislocated workers are available
through the Dislocated Worker program authorized by WIOA. The WIOA
Dislocated Worker program is designed to help workers get back to work
as quickly as possible and overcome barriers to employment. When
individuals become dislocated workers as a result of job loss, mass
layoffs, global trade dynamics, or transitions in economic sectors, the
Dislocated Worker program provides services to assist them in
re-entering the workforce.

Workforce services for eligible youth are available through the WIOA
Youth program authorized by WIOA. The WIOA Youth program is designed to
serve eligible youth, ages 14-24, who face barriers to education,
training, and employment. The WIOA Youth program focuses primarily on
out-of-school youth, requiring local areas to expend a minimum of 75% of
WIOA youth funds on them. WIOA also prioritizes work experience through
a 20% minimum expenditure rate for the WIOA Youth program.
