Mr. Carson L. Bruening, President
Mine Workers Local 6410

Case Number: 140-6007232
LM Number: 004401

Dear Mr. Bruening:

This office has recently completed an audit of Mine Workers Local 6410 under the Compliance Audit Program (CAP) to determine your organization’s compliance with the provisions of the Labor-Management Reporting and Disclosure Act of 1959 (LMRDA). As discussed during the exit interview with you and Financial Secretary Roger Bouch on May 4, 2016, no violations of the LMRDA were disclosed in areas of financial activity included in the CAP. This does not exhaust all possible problem areas, however, since the audit conducted was limited in scope and did not include all areas of your union’s operation.

Because your organization no longer represents working members by participating in collective bargaining, your local no longer meets the definition of a labor organization under the LMRDA. Therefore, Local 6410 can file a terminal annual financial report, form LM-3 or LM-4, and then stop filing annual financial reports. And, unless required by your International Union, you are not required to have bonding coverage.

I want to extend my personal appreciation to Mine Workers Local 6410 for the cooperation and courtesy extended during this compliance audit. I strongly recommend that you make sure this letter and the compliance assistance materials provided to you are passed on to future officers. If we can provide any additional assistance, please do not hesitate to call.
