White House Initiative on Historically Black Colleges and Universities

The Office of Federal Contract Compliance Programs (OFCCP), in partnership with the White House Initiative on Historically Black Colleges and Universities (the Initiative), is developing outreach and recruitment avenues between federal contractors and Historically Black Colleges and Universities (HBCUs) to offer resources to fill internships, apprenticeships, and entry-level jobs.

Mission

The mission of this partnership is to provide federal contractors with fruitful resources to increase the representation of minorities and women in career-level jobs.

Background

Historically Black Colleges and Universities

HBCUs were founded prior to the Civil Rights Act of 1964 to grant access to, and ensure everyone receives, a quality college education. Specifically, HBCUs were created with the principle mission of educating Black students. There are approximately 107 HBCUs in the United States with more than 228,000 students enrolled. Fifty-six institutions are under private control, and 51 are public colleges and universities.

  • 84 offer bachelor’s degree programs3
  • 33 offer associate degree programs, educating students of all racial and socio-economic backgrounds4

White House Initiative on Historically Black Colleges and Universities

The Initiative was established to overcome the effects of discriminatory treatment and to strengthen and expand the capacity of historically black colleges and universities to provide quality education. WH Initiative on HBCU

The mission of the Initiative is to work with federal agencies, private-sector employers, educational associations, philanthropic organizations, and other partners to increase the capacity and competitiveness of HBCUs to provide the highest-quality education to an increasing number of students.

In keeping with its mission to protect workers, promote diversity and enforce the law, OFCCP ensures that those who do business with the federal government (contractors and subcontractors) comply with the legal requirement to take affirmative action and not discriminate on the basis of race, color, sex, sexual orientation, gender identity, religion, national origin, disability, or status as a protected veteran in accordance with Executive Order 11246, Section 503, and the Vietnam Era Veterans' Readjustment Assistance Act of 1974 (VEVRAA).
