The Office of Chief Information Officer (OCIO) guides and supports agency IT investment project managers (PMs) through the U.S. Department of Labor (DOL) Capital Planning and Investment Control (CPIC) process (e.g., select, control and evaluate phases) for their IT investments. To this end, OCIO provides access to and training on an IT investment portfolio management tool called eCPIC and has developed a detailed CPIC guide that helps PMs manage their investments through the CPIC process. OCIO oversees the preparation and submission of Office of Management and Budget (OMB) IT Investment Portfolio Summary and Major Investment Business Cases, in accordance with the annual federal budget preparation process as described in OMB Circular A-11, Part 7.

CPIC Process: Select Phase (Screen, Rank Select) leads to Control Phase (monitor progress and take corrective action) leads to Evaluate Phase (review, adjust, apply lessons learned) then the cycle repeats.
