To announce the schedule of the FY 2003 BTQ Nonmonetary Determination Evaluation Training Seminars.

To inform states of the availability of online information about basic Federal law requirements for the federal-state unemployment compensation (UC) program.

To provide state workforce agencies with clarification and guidance on transition issues affecting the revised ETA 9002 and VETS 200 reports contained in the ET Handbook 406 and reporting for the first quarter; the continued reporting of Migrant and Seasonal Farm Worker (MSFW) program activity via the ETA Standard Form 5148; and the projected timeframe to establish labor exchange performance levels for states.

To advise State Workforce Agencies (SWAs) of their Alien Labor Certification (ALC) grant allocations under the FY 2008 Continuing Resolution (CR) in effect December 22, 2007, through December 31, 2007.

To request that state workforce agencies issue a notice to potentially eligible TAA recipients to advise them of the health insurance tax credit and the related requirements (a copy of the notice is attached).

The Employment and Training Administration (ETA) is pleased to announce the opening of the Recognition of Excellence (ROE) application process for 2008. This initiative was established in 2004 to recognize high performance employment and training-related programs and superior or improved system performance by entities administering and partnering with ETA-funded programs. The ROE is an important opportunity to honor programs that have achieved commendable outcomes as well as facilitate the exponential replication of innovative practices throughout the workforce investment system.

To announce a review of UI PERFORMS--the system for enhancing unemployment insurance operational performance--and to solicit comments on the UI PERFORMS system and suggestions for issues to be included in the review.

To provide the following information for FY 2008: UI State Administration base resource allocations, general guidelines for resource planning, above-base funding, and SBRs.

To notify state workforce liaisons and One-Stop Center System Managers of a draft notice that will be sent to potentially eligible TAA recipients pursuant to Unemployment Insurance Program Letter (UIPL) No. 05-03 to advise them of the health insurance tax credit and the related requirements.

To increase awareness of potential threats to Personally Identifiable Information (PII) and other types of data stored in state job bank data systems and inform states and local areas about resources for job bank fraud prevention and reporting.
