Reference: TEIN 7-88 Information: The attached checklists are issued to notify the JTPA and ES systems of those TEINs and TEGLs that have been rescinded or canceled during the last program year. There are also checklists of all TEINs and TEGLs remaining active.

Background: The JTPA Title II program, in PY 1994, will use five reporting forms: the JASPR, the JQSR, the JSSR, the JASDA and the SPIR. The JTPA Title III program uses four reporting forms: the WFFR, the WASAR, the DWSPR and the SPIR. These required reports and instructions have been approved by the Office of Management and Budget (OMB). Required Reports, Due Date and Reporting Periods: a. The JTPA Annual Summary Program Report (JASPR) (ETA 9047) is due in the ETA National Office and Regional Offices as indicated below: (i) For the Title I, Section 123 (8%), program -- the initial submittal due date of the JASPR has been extended to September 30, 1994, for the year ended June 30, 1994 ONLY. (Thereafter, the JASPR for the 8% program will be due by August 15 for the prior Program Year); and (ii) for the Title II-B, Summer Youth E & T program -- by November 15, 1994, for the the period October 1, 1993 through September 30, 1994. NOTE: The JASPR will continue to be used for these programs in 1994-95. Refer to TEIN 48-93 + Change 1 for the JASPR format and instructions. b. The JTPA Quarterly Status Report (JQSR) (ETA 9040) is due in the ETA National Office and Regional Offices no later than 45 days after the end of each program year quarter (i.e., submitted by 11/15; 2/15; 5/15 and 8/15). NOTE: A separate quarterly report is to be submitted for EACH year for which funds have been granted. Refer to TEIN 6-93 + Changes 1, 2 and 3 for the JQSR format and instructions. c. The JTPA Semiannual Status Report (JSSR) (ETA 9009) is due in the ETA National Office and Regional Offices by February 15, 1995 for the six months ending December 31, 1994; and by August 15, 1995 for the year ending June 30, 1995. NOTE: Per GAL 7-92, any PY 1992 funds which were unexpended on June 30, 1993 may be expended after June 30, 1993 under the "old" regulations (20 CFR 626 et al., published 9/22/89) or these funds may be expended under the "new" regulations. Whatever amount is used under the "old" rules is to be reported on the JSSR only. When used, the JSSR, Section III, Participation and Termination Summary, is to be left blank. ALL 1994 Title II participants and terminations will be recorded on the JQSR (current year report) and the SPIR, regardless of the year of funds expended and whether under the "old" or "new" rules. Refer to TEIN 18-88 for the original JSSR format and instructions. d. The JTPA Annual Service Delivery Area report (JASDA) (ETA 9045) for Titles II-A/C is due in the ETA National and Regional Offices by August 15, 1995 for the year ending June 30, 1995. Refer to TEIN 42-93 + Change 1 for the JASDA report format and instructions. e. The Standardized Program Information Report (SPIR)(OMB 1205-0321) is used to capture non-financial information for Title II-A; Sec. 204(d); Title II-C; and Title III (Governor's Reserve and Substate Area v programs and Secretary's National Reserve funded projects). Submittal of a SPIR record (complete, except for some follow-up information) for each participant who has terminated from each of these programs will be transmitted to the Meridian Corp., the contract database manager for the SPIR, no later than August 15, 1995 for the year ending June 30, 1995. Complete records for all terminations during the year ending June 30, 1995, including all appropriate follow-up information, are to be submitted to Meridian no later than November 15, 1995. Refer to TEIN 5-93 + Change 1 for the SPIR format and instructions. f. The Worker Adjustment Formula Financial Report (WFFR) (ETA 9041) for all Title III formula funded programs in the State, is due in the ETA National Office and Regional Offices no later than 45 days after the end of each program year quarter (i.e., submitted by 11/15; 2/15; 5/15 and 8/15). Refer to TEIN 14-93 for the WFFR format and instructions. g. The Worker Adjustment Annual Substate Area Report (WASAR) (ETA 9046) for Title III is due in the ETA National Office and Regional Offices by August 15, 1995 for the year ending June 30, 1995. Refer to TEIN 41-93 + Change 1 for the WASAR format and instructions. h. The Dislocated Worker Special Project Report (DWSPR) (ETA 9038) is required for EACH Title III Secretary's National Reserve funded project and is due in the National Office and Regional Offices 45 days after the end of each program year quarter (i.e., 11/15; 2/15; 5/15 and 8/15). NOTE: Only Sections I (quarterly) and III (end-of-project) of this grant inception-to-date report will be used for this program. Refer to TEIN 12-93 + Change 1 for the DWSPR format and instructions. i. These programs also will use the DWSPR, Sections I (quarterly), II (each June 30 and end-of-project) and III (end-of-project) to report information for EACH grant award project funded under the following: Defense Conversion Adjustment Program (DCAP) Clean Air Employment and Training Assistance (CAETA) Defense Diversification Program (DDP) NOTE: There are certain special instructions for the DWSPR that apply to DDP projects. These will be provided in each project approval letter for that program. Reporting Instructions/Information a. States are reminded of the recent issuances of the JASDA and WASAR for capture of PY 1993 annual information. (Refer to Items 3. d and 3.g, above, where use of these for PY 1994 is discussed.) b. Updated language for the SPIR reporting instructions was issued via TEIN 5-93, Change 1. c. Updated SPIR coding specifications/data elements edits were provided to the States by the Meridian Corp. on 6/1/94; errata pages followed on 6/7/94. The SPIR Edit Software Package disk and a Users Manual also were shipped to the States on 6/7/94. d. A minor change in the instructions for the DWSPR was transmitted via TEIN 12-93, Change 1. e. The annual request from the ETA National Office for Regional Offices to canvass their States rechanges in the configurations and/or names of JTPA/SDAs/SSAs was transmitted to RAs 6/16/94. f. From time to time it is practical for a State to submit JTPA reports via FAX to the ETA National Office. The correct number to be used for such submittals is (202) 219-4308, ATTN: John Marshall. Use of the complete address for report submittal to the ETA National Office by mail or other carrier, as provided in the instructions for each required report, will ensure that such submittals are directed to TSVR--Rm. S-5306. Annual JTPA Fall MIS Conferences: Discussions regarding these conferences have been held with the host Regional Office staff and these dates and locations were determined: 1994 LOCATION REGIONS Sept. 21-23 Park City, UT V & VIII (Salt Lake City) Nov. 2-4 Atlantic City, NJ I, II & III Nov. 16-18 Kansas City, MO IV, VI & VII Nov. 30 - Dec. 1 & 2 Scottsdale, AZ IX & X (Phoenix) As in the past, Federal, State and local MIS staff are invited to attend these meetings. (The Regions V & VIII conference is, by tradition, limited to Federal and State MIS staffmembers. SDAs in these Regions may arrange to attend at another location.) Additional conference information and agendas will be forthcoming from host Regional Offices. Action: State liaisons are requested to distribute these reporting requirements to all officials within the State who need such information.

References. a. DINAP Bulletin 91-22, Dec. 2, 1991. b. DINAP Bulletin 91-28, Feb. 18, 1992. Information. Dinap Bulletin 91-22 provided grantees with instructions for planning for Program Year 1992. DINAP Bulletin 91-28 provided grantees with reporting instructions for Program Year 1991 (and 1992). Since then, the following definition changes have occurred. The definitions for VETERAN and for ICAPPED INDIVIDUAL have been enhanced for PY 1992 for JTPA Titles II-A, 11-B, III, and IV-A (Sections 401 and 402). The need for these changes is based on recent legislation enacted by the Congress. The definition of VETERAN was enhanced by adding language regarding via member of a reserve component under an order to active duty ... for which a campaign badge is authorized ... II. (This means that such an individual need not meet the more than 180 days of active duty criteria to be accorded veteran status.) (38 USC 2011(4)). The Americans with Disabilities Act (ADA) requires all Federally funded programs to adopt the definition contained therein for INDIVIDUAL WITH DISABILITY. For JTPA reporting purposes, ETA has inserted "which for such individual constitutes or results in a substantive barrier to employments into the definition specified in the ADA. These new definitions are on attached revised pages V-9 and V-11 of the Grantee Planning and Reporting instructions. Action. Grantees should remove the appropriate pages from the above mentioned instructions and replace them with the attached pages V-9 and V-11 (Rev.6/92) of the instructions for completion of Form ETA 8604, Annual Status Report. References. P.L. 102-367, DINAP Bulletin 92-26, 20 CFR 632.4 Background. The INA program has traditionally used either of two methods in calculating income for the purpose of determining program eligibility - the past year (i.e., the last 12 months) and the prior six month period. This use of the past year method for calculating family income is consistent with the INA practice under the Comprehensive Employment and Training Act and was continued under the Job Training Partnership Act. When DINAP Bulletin No. 92-26 was issued to call attention to legislative requirements, this concern was not identified as an issue since the amendments did not affect this part of the definition Section 4(8)(B). Therefore, INA Section 401 grantees have continued to use both methods to calculate eligibility. This interpretation has proven critical to INA programs where seasonal work is the norm in many communities, especially as it applies to the summer program. However, DINAP has been advised that the INA program cannot continue to utilize the multiple methods for calculating income. As part of the revision of our regulations at 20 CFR 632, it has been called to our attention that the INA program is out-of-step with the JTPA requirements. Since this legislation is the source document in arbitrating any issue, the INA program must conform to the single method of calculating income - the prior six month period. Therefore, use of the past year method to calculate eligibility is incorrect and must be discontinued. Policy. Effective with the receipt of this bulletin, the INA Section 401 grantees must use the definition for economically disadvantaged contained in Section 4, of the Job Training and Partnership Act (see attachment). The attached tables contain preliminary estimates of unemployment insurance (UI) average employer contribution rates as reported by State agencies. The first table contains estimates for calendar years 1993 and 1994. For comparative purposes, actual rates for 1992 are also included. The rates shown are the average percent that UI taxes are of wages at or below the State taxable wage base. To permit comparison of data among States with different taxable wage bases, estimated tax rates for each year are also shown based on total wages. The second table shows the relative taxing effort being accomplished by each State in 1994 based on total wages.

Background: The attached report presents data obtained from the ongoing JTQS. Beginning this quarter the report uses a new format that only briefly presents the current quarter's data. The bulk of the paper uses data from previous complete program years as the basis for articles on topics of interest. The change was motivated by the desire to focus attention on and more thoroughly report findings from complete, full-year survey data. This quarter the report looks at PY 1990 participants who are public assistance recipients, seven year trends in participation among Hispanics and school dropouts, and participants in school-to-work programs funded under Title II-A. Action Required: Distribute the report as appropriate.
