To provide States and service delivery areas (SDAs) with an updated compilation of requirements under JTPA's Section 504, including a minor change in the procedure for obtaining advisory opinions from the Selective Service System (SSS), and more detailed guidelines for newly legalized and other aliens

To advise State agencies of the provisions of title II of the Balanced Budget and Emergency Deficit Control Act of 1985 (P.L. 99-177), as amended by the Balanced Budget and Emergency Deficit Control Reaffirmation Act of 1987 (P.L .100-119) and section 11002 of the Omnibus Budget Reconciliation Act of 1989 (P.L. 101-239) which. concern unemployment compensation; to provide suggested draft legislation for amending State extended benefit laws where appropriate; and to notify States of reductions in Federal reimbursements for extended benefits for FY 1990 which became effective October 1, 1989.

The purposes of this directive are to: a) Provide guidance to the State Employment Security Agencies (SESAs) about the role of the OIG in the criminal investigation of UI fraudulent claims and activities in light of the recent U.S. Department of Justice's Office of Legal Counsel (OLC) opinion; and b) Inform SESAs of the responsibility for tracking the resolution of UI fraud cases which had previously been referred to the OIG.

To announce the rate of interest the U.S. Treasury Department will charge on Title XII advances during calendar year 1990.

To transmit a list of military addresses for SESAs use in sending notices of claim filing, and subsequent notices of monetary and nonmonetary determinations to the appropriate branch of the military.

To provide State Employment Security Agencies SESAs) with guidelines for the annual release of Unemployment Insurance (UI) Benefits Quality Control (BQC) program data for Calendar Year (CY) 1989.

To advise the state Employment Security Agencies (SESAs) of procedural requirements for the telecommunication of the Combined Wage Transfer Request and Response using the TC-IB4

To advise State Employment Security Agencies (SESAs) of the Department of Labor's (DOL) concerns regarding the increasing technicality and complexity of UI Appeals hearings and to provide draft legislation which may assist the SESAs in resolving this problem.

To provide information on the Annual Conference of the National Association of Unemployment Insurance Appellate Boards (NAUIAB) in Madison, Wisconsin from June 24 through June 28, 1990.
