To provide information pertaining to interest on overpayments of Federal claims (UCFE, UCX and FSC)

To transmit procedures for reporting known or suspected incidents of fraud, abuse, or criminal conduct.

To provide guidance to State agencies on the interpretation of "reasonable assurance" as it relates to application of the denial provisions of Section 3304(a)(6)(A), Federal Unemployment Tax Act (FUTA).

To provide State Employment Security Agencies (SESAs) with interpretive guidance and to furnish procedural instructions on the above subject.

To provide States with instructions for payment of interest on Title XII advances due September 30, 1987.

To reissue and clarify UCFE procedures to re-emphasize the need to actively seek recoupment of UCFE overpayments; and to retransmit a current list of Federal agencies which use the claims processing services of a contractor.

To transmit reissued Section of the Risk Analysis Technical Assistance Guide entitled "Final report - Vol 1: Findings, Analyses and Recommendations (Document E-1).

To provide guidance to State Employment Security Agencies (SESAs) on the development of special studies to facilitate taking UI program improvement actions ("QC program studies").

To clarify the effects that IRCA provisions have upon UI claimstaking procedures and providing of information to the Immigration and Naturalization Service (INS).

To provide SESAs with the general guidelines use Regional office monitors in assessing the adequacy of QC case investigations.
