NOTICE AND INSTRUCTIONS REGARDING ELECTRONIC FILING AND ELECTRONIC SERVICE FOR ECAB APPEALS

All parties that appear before this Board are encouraged to file their notice of appeal and other pleadings via the DOL Appeals Electronic File and Service Request (EFSR) system. The EFSR system may be used to (1) file new appeals electronically; (2) file briefs and motions electronically in existing appeals; (3) receive electronic service of documents in existing appeals; and (4) check the status of pending appeals.

To utilize the system an appellant or representative must first register as an EFSR user at https://dol-appeals.entellitrak.com and the registration must be confirmed by the Board before filing any document. A valid email address is required for registration and use of the service request system. Once registered, an e-Filer can file an appeal, check the status of a pending appeal, and/or select the option to receive service of decisions or orders electronically. If the e-Filer has a representative, the representative can also register as a user of the EFSR system.

According to Chief Judge and Chairman Christopher J. Godfrey, "The electronic filing and service request system is a helpful case management system designed to make the appellate process easier for appellants and their representatives. The system is designed to save time and expenses associated with mailing or hand-delivering documents to the Clerk of the Appellate Boards. It is a user-friendly system and help is available to assist with registration and use of the system."

The e-filing system is open 24 hours per day, every day. An appeal or other pleading submitted into the system is date stamped and considered received by the Board as soon as the document is transmitted, even if submitted after the normal operating hours of the Board. The e-Filer will receive an automated confirmation email verifying the date and time of filing. Once filed, the document is handled by the Board in the same manner as though it were filed in paper form.
