The Board has received claimant's petition requesting the Board to set oral argument in the captioned case. 20 C.F.R. '802.305. Based on the issues raised in claimant's petition, oral argument is not necessary. The request for oral argument is therefore denied. 20 C.F.R. '802.306.

The Board has additionally received claimant's motion for reconsideration. After consideration of claimant's contentions and review of the Board's disposition of this case, we decline to vacate or modify the previous Decision and Order herein.
