- For more specific results, use quotation marks around phrases.
- For more general results, remove quotation marks to search for each word individually. In 2023, the Chief Evaluation Office (CEO), in collaboration with the Office of Disability Employment Policy (ODEP), funded independent contractor Abt Associates to conduct the evaluation of ODEP’s Equitable Transition Models (ETM) Demonstration Projects. The ETM Evaluation aims to build the evidence of strategies to enable low-income youth and young adults with disabilities (Y&YAD) ages 16-24, including those experiencing homelessness, leaving foster care, or involved in the justice system, to successfully transition into the workforce.
In 2023, the Chief Evaluation Office (CEO) funded contractor American Institutes for Research (AIR), and their partners Abt Associates and Social Policy Research Associates, to conduct the Evidence to Action (E2A) at DOL: Portfolio Project & Process Study. This portfolio project builds on existing studies, evaluation technical assistance, communications, capacity building, and related efforts to grow the culture of evidence at DOL.

In 2022, the Chief Evaluation Office (CEO) partnered with the U.S. Department of Labor’s (DOL) Women’s Bureau (WB) to fund contractor Mathematica, and its partner Social Policy Research Associates, to conduct the Fostering Access, Rights, and Equity (FARE) Grant Navigators Implementation Study under the Navigator Evidence-Building Portfolio of studies.

In 2022, the Chief Evaluation Office (CEO) partnered with the Office of Unemployment Insurance to fund contractor Mathematica to conduct the UI Navigators Implementation Study. The implementation study examines UI Navigator grants to seven states to better understand how UI agencies partnered with community-based organizations (CBOs) to reduce disparities in access to UI benefits and services and to explore barriers in implementation.

In 2022, the Chief Evaluation Office (CEO) partnered with the Office of Trade Adjustment Assistance (OTAA) to fund contractor Mathematica, and its partner Social Policy Research Associates, to conduct the Trade Adjustment Assistance (TAA) Navigators Formative Study under the Navigator Evidence-Building Portfolio of studies.

In 2022, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) to fund Trewon Technologies, LLC to conduct the Strengthening Community Colleges (SCC) Training Grants Study. The implementation study and impact evaluability assessment aim to understand the implementation of SCC grantees—community college-based workforce development and career pathways programs in partnership with local employers—as they address disparities in workforce outcomes and build institutional capacity.
In 2022, the Chief Evaluation Office (CEO) partnered with Veterans' Employment and Training Service (VETS) and funded independent contractor Westat and its subcontractors Westat Insight, American Institutes for Research, and Manhattan Strategy Group to conduct an Evaluation of the VETS Employment Navigator and Partnership Pilot (ENPP). The implementation and outcomes study aims to understand and build evidence on the use of VETS employment navigators to improve outcomes for transitioning service members (TSMs) and military spouses.
Behavioral Interventions
In 2022, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration’s (ETA) Reentry Employment Opportunity (REO) Program to fund Mathematica, Inc. and its subcontractors—RTI International and Abt Associates—to conduct the Partners for Reentry Opportunities in Workforce Development (PROWD) Grants Evaluation. The PROWD grants effort is a first-of-its-kind partnership between DOL and the U.S.

In 2022, the Chief Evaluation Office (CEO) partnered with the Wage and Hour Division to fund contractor Westat to conduct the National Worker Survey project. This survey is intended to gather data to understand the prevalence and nature of violations of workers’ rights under the Fair Labor Standards Act (FLSA), with a focus on wages, pay, and hours worked, as well as other topics.

In 2021, the Chief Evaluation Office (CEO) partnered with the Social Security Administration (SSA) and the Office of Disability Employment Policy (ODEP) and funded contractor Mathematica to support the ongoing evaluation of the Retaining Employment & Talent After Injury/Illness Network (RETAIN) demonstration projects. CEO’s contract supports enrollment data collection and the random assignment of study participants for phase 2 of the RETAIN demonstration.

This project evaluated subsidized and transitional employment approaches for critical low-income populations, potentially including welfare recipients and low-income non-custodial parents. The project examined subsidized employment strategies designed to address two distinct goals: (1) provide work-based income support for people who were not able to find regular, unsubsidized jobs; and 2) to improve the employability of disadvantaged groups.

In 2018, the Chief Evaluation Office partnered with the Employment and Training Administration (ETA) to fund contractor The Urban Institute to design and conduct an evaluation that examines critical policy issues, lessons learned, and challenges states faced administering Unemployment Insurance (UI) programs during the Great Recession that began in 2007 and the economic recovery that followed.

In 2020, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) to fund contractors Mathematica Policy Research with Social Policy Research Associates and the Council of State Governments Justice Center to conduct the Pathway Home Reentry Evaluation. The study aims to develop design options for an impact and implementation evaluation to assess the feasibility of conducting an impact evaluation and examine the implementation of the Pathway Home Reentry Grant program.
In 2020, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) to fund Abt Associates to conduct the Support to Communities Grant Program Evaluation. This implementation study aims to provide new and critical information on promising practices and implementation challenges in providing services that address both employment and treatment needs for those with opioid use disorders (OUDs) and substance use disorders (SUDs).

In 2020, the Chief Evaluation Office funded contractor American Institutes for Research (AIR) to develop and conduct an innovative assessment of the Department of Labor’s (DOL) capacity to generate and use evidence. This initial capacity assessment encompassed 16 DOL agencies and was designed to:
In 2021, the Chief Evaluation Office (CEO) funded contractors ICF International and their partners (American Institutes for Research and Advocates for Human Potential) and Abt Associates and their partners (MEF Associates and AnLar) to support the Clearinghouse for Labor Evaluation and Research (CLEAR) program through two CLEAR ARISE contracts. CLEAR ARISE’s work is informed by DOLs annual learning agenda process and emerging agency priorities.
The Trade Adjustment Assistance (TAA) program, administered by the Employment and Training Administration (ETA), seeks to assist U.S. workers who have lost or may lose their jobs as a result of foreign trade. The program provides adversely affected workers with opportunities to obtain the skills, credentials, resources, and support necessary to (re)build skills for future jobs.
In 2017, the Chief Evaluation Office (CEO) partnered with the Veterans’ Employment and Training Service (VETS) and commissioned contractor Mathematica and its subcontractors, the Urban Institute and Social Policy Research Associates, to conduct the Homeless Veterans’ Reintegration Program (HVRP) Evaluation.

In 2017, the DOL’s Chief Evaluation Office (CEO), in collaboration with the Employment and Training Administration (ETA), funded contractor Mathematica to conduct an implementation and impact evaluation of the America’s Promise grant program. In 2016, the Chief Evaluation Office (CEO) partnered with the Employment and Training Administration (ETA) to fund contractors Westat and MDRC to conduct an implementation study and randomized controlled trial (RCT) impact study of the H-1B-funded TechHire Partnership Grants (TechHire) and the Strengthening Working Families Initiative (SWFI). The Department of Labor awarded funds for both of these programs in September 2016.
The Department of Education Institute of Education Science (IES) is using random assignment to test the impact of two Pell Grant access experiments on educational attainment, student debt, employment, and earnings.
