The Office of Procurement Policy (OPP) within OASAM's Business Operations Center establishes the procurement and grant policy for the Department of Labor. OPP acts as the DOL Competition Advocate and additionally provides staff support to the Procurement Review Board. OPP also implements the procurement oversight functions of DOL, to include managing DOL Debarments and Suspensions; managing Federal Acquisition Institute Training Application System that includes issuance of Contracting Officer warrants; oversight of the Contractor Performance Assessment Reporting System; and administering the Acquisition Management System. OPP additionally conducts procurement management reviews of regional and national offices, and maintains all procurement data on the Federal Procurement Data System (that can be accessed at SAM.gov). OPP represents DOL on the Civilian Agency Acquisition Council and the Procurement Executive on other procurement and grant related intra- and inter-agency task forces that set DOL procurement and grant policy. Moreover, OPP administers the DOL Purchase Card Program and implements the policy.
