Acquisition and Fuel Use Report for Fiscal Year 2017

Outcome:
As indicated by the Federal Automotive Statistical Tool (FAST), the Department of Labor (DOL) exceeded the Energy Policy Act of 2005 (EPAct) 75 percent goal for FY 2017 with an EPAct compliance percentage of 109 percent.
DOL's Approach to Compliance with the EPAct and Executive Order 13693:
To meet the requirements of the EPAct and Executive Order (E.O.) 13693, Planning for Federal Sustainability in the Next Decade1, the Department mandates that a minimum of 75 percent of its new light-duty vehicle acquisitions be Alternative Fuel Vehicles (AFV) where it does not impede the accomplishment of DOL's mission requirements. Through policy, guidance, and meetings with DOL agencies, the management requires agencies to acquire AFVs, decrease petroleum consumption, increase non-petroleum-based fuel usage, and take other relevant actions to reduce per-mile greenhouse gas emissions from agency fleet vehicles.

DOL AFV Acquisitions for FY 2017:
In FY 2017, DOL acquired 656 light-duty and/or medium duty passenger vehicles, of which 405 were covered by EPAct and for which DOL received 441 Total EPAct Credits.
Table 1 shows the number of FY 2017 DOL light duty vehicle acquisitions and the number of vehicles exempt from EPAct requirements either because these vehicles were designated "law enforcement" or are not operated in a "Metropolitan Statistical Area" (MSA).

Table 2 shows the types of FY 2017 DOL vehicle acquisitions and fuel configurations. DO's fleet included 377 fuel-efficient gasoline-electric hybrid vehicles and another 1,955 vehicles that are classified as low greenhouse gas fuel-efficient vehicles.

Table 3 shows that for the 405 EPAct-covered vehicles, DOL received 441 Total EPAct Credits, exceeding compliance with a score of 109 percent.

Summary:
DOL continues to reduce the consumption of petroleum through the acquisition of more fuel efficient vehicles and increased use of alternative fuels. In addition, DOL has implemented an internal policy establishing AFVs as the "vehicles of choice" for new acquisitions and directs DOL agencies to select the smallest and most fuel efficient vehicles that meet mission requirements.
