Carolyn Angus Hornbuckle
Carolyn Angus Hornbuckle is the Acting Assistant Secretary for Administration and Management (ASAM) and serves as the Deputy Assistant Secretary (DAS) for Policy Operations in the Office of the Assistant Secretary for Administration and Management (OASAM).
In her role as Acting ASAM, she leads OASAM employees and initiatives in the national office and six regional offices to provide the infrastructure and support that enable the U.S. Department of Labor to perform its mission. Carolyn guides OASAM's work to develop and promulgate policies, standards, procedures, systems, and materials for the efficient and effective administration and management of the department in a changing environment. She leads OASAM's efforts to engage with DOL agencies on special department initiatives and in forums focused on customer experience. Carolyn represents the department with external stakeholders on matters related to administration and management. In addition to her role as Acting ASAM, Carolyn continues to serve as the DAS for Policy where she oversees all OASAM policy initiatives and coordinates across the department on key initiatives.
Before her time at the department, Carolyn worked on health care access and public health policy and programs for Tribal populations. Most recently, she served in a dual role as Chief Operating Officer and Policy Director for a national Tribal health organization. Prior to this role, Carolyn served as Director of Public Health Policy and Programs, leading a team to expand Tribal access to public health programs and funding and drive key legal and policy changes. Carolyn is a thought leader on important health topics such as developing the public health infrastructure for underserved populations, advancing public health law and policy, and innovations to support the public health workforce.
Carolyn earned her JD from the Sandra Day O'Connor College of Law at Arizona State University and is licensed to practice in Arizona.
