To announce the rate of interest the U.S. Treasury Department will charge on Title XII advances during calendar year 1990.

The purposes of this directive are to: a) Provide guidance to the State Employment Security Agencies (SESAs) about the role of the OIG in the criminal investigation of UI fraudulent claims and activities in light of the recent U.S. Department of Justice's Office of Legal Counsel (OLC) opinion; and b) Inform SESAs of the responsibility for tracking the resolution of UI fraud cases which had previously been referred to the OIG.

To advise State agencies of the provisions of title II of the Balanced Budget and Emergency Deficit Control Act of 1985 (P.L. 99-177), as amended by the Balanced Budget and Emergency Deficit Control Reaffirmation Act of 1987 (P.L .100-119) and section 11002 of the Omnibus Budget Reconciliation Act of 1989 (P.L. 101-239) which. concern unemployment compensation; to provide suggested draft legislation for amending State extended benefit laws where appropriate; and to notify States of reductions in Federal reimbursements for extended benefits for FY 1990 which became effective October 1, 1989.

To provide States and service delivery areas (SDAs) with an updated compilation of requirements under JTPA's Section 504, including a minor change in the procedure for obtaining advisory opinions from the Selective Service System (SSS), and more detailed guidelines for newly legalized and other aliens

To offer procedures for State Employment Security Agencies (SESAs) to provide the Department with justification for not meeting the Quality Control (QC) case completion timeliness requirements.

To advise State agencies of the provisions of the Omnibus Budget Reconciliation Act of 1989 (OBRA 89), P.L. 101-239, and the Joint Resolution increasing the statutory limit on the public debt (Debt Act) (P.L. 101-140) which affect the Federal-State Unemployment Compensation Program.

To transmit the subject technical assistance guide TAG for consideration by the States in administering Economic Dislocation and Worker Adjustment Assistance (EDWAA) provisions which require the States to coordinate their worker readjustment and dislocated worker programs with the UI system.

To transmit the revised Federal Schedule of Remuneration (UCX) based on the January 1, 1990, military pay increase.

To transmit a copy of the Interim Final Rule amending the DUA regulations (20 CFR Part 625).

To provide the attached fact sheet to all grantees.

To provide grantees with a clarification of the regulations concerning the allocation of travel costs to appropriate cost categories.

To advise State Employment Security Agencies(SESAs)of the update to the previously issued Department of the Air Fore* Civilian Personnel Office (CPO) address Listing and reemphasize the need to use the correct address for nailing UCFE claim documents to the appropriate personnel or payroll office address of all Federal agencies.

To provide new annual salary rates for Federal Civilian employees to assist state Employment Security Agency (SESA) personnel in completing UCFE Form ES-935, Claimant Statement of Federal Civilian Service.

To inform States of the due date for monthly letters to the Employment and Training Administration (ETA) certifying new Reed Act obligation and deobligated amounts subsequent to November 30, 1989.

To respond to questions concerning the purpose for requiring States to establish aging schedules of delinquent UI contributions, payments in lieu of contributions and benefit overpayments and to revise the frequency of recording the ace of receivables.

To clarify the requirements of the MOU between the Secretaries of Labor and Health and Human Services, developed pursuant to Section 453(e)(3), SSA, for an agreement to participate in the FPLS Locator System.

To inform States that, under a revised interpretation, properly obligated Reed Act funds need not be expended for benefit payments prior to obtaining a Title XII advance and to provide procedures to identify and set aside such funds in State Unemployment Trust Fund (UTF) accounts.

To advise State agencies of the applicability of provisions of The Computer Matching and Privacy Protection Act of 1988, P.L. 100-503, to State agency operations, and to provide State agencies with the office of Management and Budget's guidance interpreting the provisions of the Act.

To Provide grantees with additional information on the Immigration Reform and Control Act of 1986.

1. To inform SESAs of the future installation of computer equipment in each SESA to support several projects within the UI program, and
   
   
2. to inform States of the Department of Labor (DOL) administrative requirements for such equipment.
