To provide information regarding the virtual 2021 UI SIDES Seminar to be hosted by the National Association of State Workforce Agencies (NASWA) on May 26 - 27, 2021.

To advise states of the enactment of the American Rescue Plan Act of 2021 (ARPA or Act) (Pub. L. 117-2), specifically Title IX, Subtitle A, Crisis Support for Unemployed Workers, on March 11, 2021, and to provide an overview and instructions for implementing ARPA's UI-related provisions.

To provide states with updated guidance for the PUA program, specifically regarding expanded eligibility provisions authorized under Section 2102(a)(3)(A)(ii)(I)(kk) of the Coronavirus Aid, Relief, and Economic Security (CARES) Act.

To remind the workforce community that during the COVID-19 Pandemic, ETA Advisories issued using the following signature block "SUZAN G. LEVINE /s/" constitute official guidance.

To provide guidelines for the FY 2021 UI RESEA grants and to invite State Workforce Agencies to submit applications for funding.

To assist State Workforce Agencies or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "states") by: 1) identifying the FY 2021 Initial Allocation of TaOA funding amounts to states; 2) describing the formula methodology used by the Department of Labor (Department) to calculate these amounts; and 3) providing the process for states to request TAA Program reserve funds for TaOA. TaOA includes training, job search allowances, relocation allowances, employment and case management services, and related state administration.

To assist State Workforce Agencies (SWAs) or agencies designated by Governors as "Cooperating State Agencies" (CSAs) (also jointly referred to as "States," "Recipients," "Grantees," "Applicant," or "You") in gaining access to FY 2021 TAA Program TaOA funds by completing and submitting Standard Form (SF) 424, Application for Federal Assistance, through www.grants.gov.

To advise states of sequestration rules for FY 2021 to ensure State Workforce Agencies (SWAs) apply these rules to mandatory Unemployment Insurance (UI) programs. These rules include the application of sequestration on delayed benefit payments for prior FYs and the resulting administrative costs.

To provide guidelines for the FY 2021 UI RESEA grants and to invite State Workforce Agencies to submit applications for funding.

To provide information about the 2021 UI SIDES Implementation Training Webinars that will be hosted virtually by the National Association of State Workforce Agencies (NASWA) from February 16, 2021, through May 5, 2021.

To inform states regarding (i) the availability of additional funding and how to apply for the funding to cover administrative expenses and solutions that can be used to support the identity verification or validation of PUA claimants; (ii) to assist with efforts to prevent and detect fraud and imposter claims resulting from identity theft in the PUA and PEUC programs; and (iii) to recover fraud overpayments in the PUA and PEUC programs.

The purpose of this Training and Employment Notice (TEN) is to remind states of the requirement to submit a report to certain congressional committees that includes an analysis of the UC recipiency rate in the state, which is a condition of receiving Allotment I of emergency administrative grant funding under Section 4102(a), EUISAA, within one year of the date of enactment for EUISAA.

Additionally, this Unemployment Insurance Program Letter (UIPL) provides updated guidance regarding the application of the UC confidentiality provisions to such activities. The information in this UIPL about confidentiality supersedes prior guidance on the topic provided in Section 5.b. of UIPL No. 12-01, issued December 28, 2000.

To provide information and expand awareness of the extension of the HCTC Program, to advise States in assisting job seekers and workers, and to cancel, effective immediately, Training and Employment Notice (TEN) No. 10-20.

To ensure states are aware of the locality-based salary rates for certain Federal civilian employees.

To bring attention to the requirements of the TAA Program regulations as they relate to the withdrawal of a trade-affected worker from approved training.

The purpose of this Unemployment Insurance Program Letter (UIPL) is to provide guidance about the reauthorization and modification of the FPUC program and guidance about the new MEUC program authorized in sections 203 and 261 of the Continued Assistance Act, Public Law (Pub. L.) 116-260, respectively.
