To announce security enhancements for the UI Sun SPARC 10 computer systems and provide guidelines for the State System Administrators (SSAs) to improve computer system security.

To advise States of the Department of Labor's (Department) position regarding the disclosure of certain Unemployment Insurance (UI) information to private entities.

To transmit information on the notice of availability of School-to- Work grants and application procedures.

To advise States of the Department of Labor's interpretation of Federal law concerning the applicability of the immediate deposit and withdrawal standards to State unemployment fund moneys.

To transmit instructions to JTPA Section 401 grantees concerning implementation of the subject regulatory amendment.

To announce the rate of interest the U.S. Treasury Department will charge on Title XII advances during calendar year 1996.

To provide States with Job Training Partnership Act (JTPA) Titles II-A, II-C, and III allotments for PY 1996; and final planning estimates for PY 1996 public employment service (ES) activities, as required by Section 6(b)(5) of the Wagner-Peyser Act, as amended.

To transmit additional guidance to Attachment G, "JTPA Performance Standards", of Training and Employment Guidance Letter No. 4-95, dated February 21, 1996. This Guidance Letter provides additional information on the Secretary's required performance measures and the Secretary's implementing instructions for performance standards for Program Years (PYs) 1996 and 1997 (July 1, 1996-June 30, 1997; July 1, 1997-June 30, 1998).

To transmit the revised allocation levels for the Job Training Partnership Act (JTPA) Title IV-A program for Program Year (PY) 1996.

To provide grantees with updated information on the Payment Management System (PMS) subaccounts for PY 1996 funds.
