To announce the release and availability of the research report: Process Study of the U.S. Department of Labor's "Pay for Success" Pilots in Two States: Development of the Grants Applications and Initial Implementation.

Since 2008, the Employment and Training Administration (ETA) has overseen the development and execution of a rigorous random assignment evaluation of the Workforce Investment Act (WIA) Adult and Dislocated Worker Programs, referred to as the WIA Gold Standard Evaluation. This Training and Employment Notice (TEN) announces the release and availability of 11 briefing papers; a report from the evaluation's implementation analysis; and the interim report from the evaluation's impact analysis. Providing Public Workforce Services to Job Seekers: Implementation Findings on the WIA Adult and Dislocated Worker Programs and 11 related briefing papers describe program operations, providing the context for understanding the evaluation's impact results. Providing Public Workforce Services to Job Seekers: 15-month Impact Findings on the WIA Adult and Dislocated Worker Programs presents the interim impact findings from the evaluation, 15 months after participants were randomly assigned into the study.

This notice is to inform the public workforce investment system about available health insurance coverage options during the Health Insurance Marketplace Open Enrollment period beginning on November 1, 2016 and ending on January 31, 2017, and to offer potential opportunities to refer job seekers and workers to information about how and where to sign up for coverage.

To advise State Workforce Agencies (SWAs) about their responsibilities related to the HCTC program for Calendar Year (CY) 2016; provide guidance regarding state data transmittals of eligible TAA and ATAA/RTAA recipients to the Internal Revenue Service (IRS) for HCTC purposes for CY 2017; and to announce an opportunity for SWAs to request funding to support the costs associated with the reinstatement of the advance credit option of the HCTC program.

To announce the continued availability of up to $31 million (remaining of an initial $38 million set-aside) in National Dislocated Worker Grants (DWGs) from funds available in Program Years (PY) 2016 and 2017 as part of the Partnerships for Opportunity and Workforce and Economic Revitalization (POWER) Initiative, and to increase the maximum award amount to $5 million from the previously-announced $2 million, to support the planning and implementation of workforce strategies for regions and communities that are negatively impacted by changes in the coal economy.

To update the guidance in TEGL 12-14 to States on the funding limits of PY 2014 (July 1, 2014 - June 30, 2015) for planning and implementation activities associated with the transition to WIOA.

To inform states of the benefits of using SIDES as the exclusive means to request and receive separation information from employers and third party administrators (TPAs) and to highlight the additional SIDES data exchange formats currently available.

To provide corrections to the TAA Operating Instructions for Implementing the Amendments to the Trade Act of 1974, issued in Training and Employment Guidance Letter (TEGL) No. 5-15 dated September 4, 2015.

To encourage the public workforce system to consider policies and strategies that support Unemployment Insurance (UI) beneficiaries who are seeking postsecondary education and training opportunities, including longer-term training and education programs.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared during the first quarter of Fiscal Year (FY) 2017.

To announce and solicit nominations for the Federal-State Unemployment Compensation (UC) Legislative Seminar.

To announce the 2016 Unemployment Insurance (UI) Integrity Symposium, being held on December 7-8, 2016, in Baltimore, Maryland.

To announce the release and availability of the Significant Provisions of State Unemployment Insurance Laws Effective July 2016.

This Training and Employment Guidance Letter (TEGL) Change 2 provides current SCSEP national grantees with the application instructions, allocations, and the process and procedures for the second quarter of Program Year (PY) 2016. We will provide further information at a later date on the transition to grants that will be awarded under the SCSEP Funding Announcement (FOA) to provide SCSEP services for the PY 2016 third and fourth quarters.

The purpose of this Training and Employment Notice (TEN) is to announce the implementation schedule for an integrated performance reporting system for ETA and VETS workforce programs. Grantees under the Workforce Innovation and Opportunity Act (WIOA) (titles I and III), Trade Adjustment Assistance (TAA), H-1B Job Training Grants, Reentry Employment Opportunities (REO), and Jobs for Veterans State Grants (JVSG) will report performance measure outcomes under a new integrated system that will generally become available after July 1, 2016 for testing, and after October 1, 2016 for reporting. This TEN provides, for each program, a timeline for system availability and expected submission of performance data.

To transmit to state unemployment compensation (UC) and workforce agencies joint guidance with the Department of Education on exchanging confidential UC information with educational and training providers to meet the performance accountability requirements of the Workforce Innovation and Opportunity Act (WIOA).
