To provide local workforce boards and American Job Centers (AJCs) with information aimed at improving services for individuals involved with the justice system.

The purpose of this Unemployment Insurance Program Letter (UIPL) is to provide states access to the Federal Emergency Management Agency (FEMA) guidance about the LWA program, which may be found at https://www.fema.gov/disasters/coronavirus/governments/supplemental-payments-lost-wages. With regard to Question 11 in the attachment to UIPL 27-20, Change 1, this UIPL provides a correction to and supersedes UIPL 27-20, Change 1.

To convey the WOTC Fiscal Year (FY) 2021 initial funding allotments and application requirements for State Workforce Agencies (SWA) based on funding appropriated through a continuing resolution (CR) through December 11, 2020.

To promote the integration and coordination of services provided under the TAA Program in alignment with services provided under the WIOA DW program in support of a One Workforce System.

To provide states information about preliminary FY 2021 UI State Administration base resource planning targets, general guidelines for resource planning, and an explanation of how the U.S. Department of Labor (Department) allocates base resources among the states.

This Training and Employment Guidance Letter (TEGL), Change 1 provides current SCSEP national grantees with revised allocations for Program Year (PY) 2020, and provides a two-month extension for operations for current national grantees to allow the transition to grants that will be awarded under the SCSEP Funding Announcement.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared from October 1 - December 31, 2020 (first quarter of Fiscal Year (FY) 2021).

To provide states guidance on determining the availability of suitable employment prior to the approval of training under the TAA Program's Final Rule. This determination will assist trade-affected workers' reemployment as soon as possible following a separation.

To remind states of resources, tools, and services available through the Unemployment Insurance (UI) Integrity Center and the U.S. Department of Labor’s (Department) Employment and Training Administration (ETA) to support effective use of NDNH and SDNH and assist in preventing and detecting UI improper payments, and announce the availability of a webcast on Recommended Operating Procedures (ROPs) for Cross-Matching Activities with National and State Directories of New Hires and state best practices in the use of the NDNH and the SDNH.

To provide an updated consolidated list of "acceptable" narrative reasons for separation from military service for UCX qualifying purposes; and to provide states with procedures to follow when unable to clarify narrative reasons for separation with the military.

To initiate the SQSP process, provide supplemental instructions, and define additional requirements for the FY 2021 SQSP.

To encourage states to use the IDH as an important integrity tool in combating UI fraud and provide an update on the IDH Participation Agreement.

To remind states of their roles and responsibilities in addressing fraud in the UI system and the techniques and strategies available to assist states with their fraud management operations; and to provide states with funding to assist with efforts to prevent and detect fraud and identity theft and recover fraud overpayments in the PUA and PEUC programs using many of the tools and resources already available to states as discussed below.

To provide information on the UI Integrity Center's IDH Fraud Alert System and to strongly encourage states to use it to identify and share information on emergent fraud schemes.

States have gained experience administering the PUA program under the CARES Act, Public Law (Pub. L. 116-136), and have identified additional questions about the PUA eligibility of individuals who are caregivers and affected by school systems reopening. The purpose of this Unemployment Insurance Program Letter (UIPL) is to address those questions concerning the PUA program.
