The purpose of this Unemployment Insurance Program Letter (UIPL) is to provide guidance about the reauthorization and modification of the FPUC program and guidance about the new MEUC program authorized in sections 203 and 261 of the Continued Assistance Act, Public Law (Pub. L.) 116-260, respectively.

To ensure that states are aware that: 1) the social security survivors and old age retirement annuities and the Federal civilian pensions annual cost-of-living adjustment (COLA) will increase for calendar year 2021 and 2) COLA information is located on the U.S. Office of Personnel Management (OPM) website.

Promote adoption of a One Workforce strategy by State Workforce Agencies, State and Local Workforce Development Boards, American Job Centers (AJCs), and Workforce Innovation and Opportunity Act (WIOA) partner programs and stakeholders.

To advise states of the enactment of the Continued Assistance Act, on December 27, 2020, amending certain provisions of the Emergency Unemployment Insurance Stabilization and Access Act (EUISAA), set out in division D of the Families First Coronavirus Response Act (Pub. L. 116-127), the Coronavirus Aid, Relief, and Economic Security (CARES) Act (Pub. L. 116-136), and creating an optional, time-limited, and temporary waiver related to the 13-week "off" period in the permanent extended benefit (EB) law, the Federal-State Extended Unemployment Compensation Act of 1970 (EUCA), 26 U.S.C. § 3304, note.

The purpose of this Unemployment Insurance Program Letter (UIPL) is to provide guidance about the changes to the PEUC program authorized by section 206 of the Continued Assistance for Unemployed Workers Act of 2020 (Continued Assistance Act).

These grants will enable states to expand their use of fidelity bonds to help persons with criminal records, including ex-offenders recovering from opioid and other drug addictions, obtain employment.

To announce the RESEA reemployment core measure; and program performance measures for Median Earnings for RESEA program participants and Reemployment Rate for all UI Eligible participants.

To announce the availability of a new digital tool, TrainingProviderResults.gov, and provide information about the site's features. The site publishes the ETA-9171 Eligible Training Provider (ETP) Performance Report results submitted as part of the Workforce Innovation and Opportunity Act (WIOA) Annual Performance Report to a public facing website.

To transmit the subject computation for State Workforce Agency usage in computing minimum weekly DUA amounts for all major disasters declared from January 1 – March 31, 2021, (second quarter of Fiscal Year (FY) 2021).

To provide information to states and local areas regarding the role of the public workforce system in assisting businesses and job seekers as economies reopen following closures related to Coronavirus Disease 2019 (COVID-19) pandemic, begin to refocus attention on the 6.5 million job postings¹ and the public workforce system's role in filling those vacancies, and to emphasize the availability of resources through WorkforceGPS, "Pathway to Recovery" page, which is dedicated to economic recovery topics.

To provide guidance on PFP for state and local WIOA title I, subtitle B programs that implement PFP contract strategies.

To provide corrected Attachments I and II to Fiscal Year (FY) 2021 State Workforce Agency Unemployment Insurance (UI) Resource Planning Targets and Guidelines.

To inform states that a large number of temporary Federal employees are expected to be separating from the U.S. Department of Commerce, Bureau of the Census, and Decennial Census due to the completion of the 2020 Census.

To convey the Employment and Training Administration's (ETA's) vision of the statutorily required priority of service provisions in the WIOA Adult program. ETA's goal is to work with states to strengthen state and local policies and procedures that enhance workforce development services to recipients of public assistance, low-income individuals, and individuals who are basic skills deficient.
