US DEPARTMENT of LABOR: FALL REGULATORY AGENDA 2009
The Office of Federal Contract Compliance Programs (OFCCP)
Topic: The Evaluation of Recruitment and Placement Results under the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended (VEVRAA) Notice of Proposed Rulemaking (NPRM)
OFCCP will support the successful transition of servicemen and women into the civilian workforce, especially disabled veterans and those returning from Iraq and Afghanistan
Key Action: The VEVRRA NPRM would support the creation of good jobs for protected veterans which is especially important for disabled veterans and those returning from recent service in Iraq and Afghanistan. Through this initiative, OFCCP will support the successful transition of servicemen and women into the civilian workforce.
Key Issues: The proposed rule will be designed to:
- Increase employment opportunities for protected veterans with federal contractors and subcontractors.
- Strengthen affirmative action requirements so that federal contractors and subcontractors will be required to increase monitoring of employment practices in order to improve recruitment, hiring, training and other employment opportunities for veterans.
Background
The Office of Federal Contract Compliance Programs (OFCCP) is responsible for ensuring that federal contractors and subcontractors do not discriminate in employment on the basis of race, sex, religion, color, national origin, disability, or protected veteran status, and that they take affirmative action to provide equal opportunity to job applicants and employees.
Enforcement of these obligations contributes to achieving several of the Secretary's policy goals of "good jobs for everyone," including increasing workers' incomes and narrowing wage and income inequality, breaking down barriers to fair and diverse workplaces so that every worker's contribution is respected, and helping workers who are in low-wage jobs or out of the labor market find a path into middle-class jobs.
