The Occupational Safety and Health Administration (OSHA) has named Adam M. Finkel, one of the nation's leading experts in risk assessment and management, as head of its directorate of health standards programs.

"Finkel brings 15 years' experience in environmental and occupational health to the agency, plus a strong research background. He will aid us in developing health standards solidly grounded on careful analysis of risks and benefits," said Assistant Secretary Joseph A. Dear.

Finkel is the co-author of Worst Things First? The Debate over Risk-Based National Environmental Priorities and was a major author of the 1994 National Academy of Sciences report Science and Judgment in Risk Assessment. His work stresses the importance of risk assessment as a potent tool for helping society increase its protection of workers, citizens and the natural environment.

From 1987 to 1994 Finkel was a fellow at the Center for Risk Management at Resources for the Future in Washington, D.C. In 1995, he served as senior fellow at the Cecil and Ida Green Center for the Study of Science and Society at the University of Texas at Dallas.

Finkel previously served as editor-in-chief of the weekly "Hazardous Materials Intelligence Report" and worked on the staff of the U.S. House Science and Technology Committee for then- Representative Al Gore.

The new health director earned a Doctor of Science degree in environmental health sciences from the Harvard School of Public Health, a master's degree in public policy from Harvard's John F. Kennedy School of Government and a bachelor's degree in biology from Harvard. He lives in Takoma Park, Md.
