Assistant Secretary of Labor Joseph A. Dear today
appointed 15 members to the new Maritime Advisory Committee for Occupational
Safety and Health (MACOSH) and set the committee's first meeting for March
22-23 in Washington, D.C.
"By allowing the Occupational Safety and Health
Administration (OSHA) to forge partnerships with labor and management in the
maritime industry, this committee will help us better protect maritime workers
against injury and illness," said Dear, who is OSHA's administrator.
The committee will meet from 1-5 p.m. on March 22, and
from 9 to 5 on March 23, in Room C-5320, Seminar Room 6, of the Frances Perkins
Building, 200 Constitution Ave., N.W. At this first meeting, members will
establish committee goals, hear about OSHA's current agenda and discuss OSHA's
compliance programs, outreach and training initiatives and standards setting
process.
MACOSH consists of four representatives each from labor
and industry and seven representatives of government and professional
organizations with maritime responsibilities.
The new MACOSH members and the categories they represent
are:
Labor representatives: Charles Brasford, director of
occupational safety and health for the International Association of Machinists
and Aerospace Workers; Al Cernados, executive vice president, International
Longshoremen's Association; Chico McGill, chairman, safety and health
committee, Local 733, International Brotherhood of Electrical Workers, Ingalls
Shipyard; and Richard Olsen of the coast committee, International
Longshoremen's and Warehousemen's Union.
Industry representatives: Katherine Chumley, chair of the
environmental safety and health committee, Shipbuilders Council of America,
Atlantic Marine; John Faulk, safety and health director for Ryan Walsh
Stevedoring; Chet Mathews, safety and health director for Bath Iron Works; and
Frank Scanlan, general counsel and secretary, National Maritime Safety
Association.
Representatives of government and professional
organizations:
Lieutenant Julie Gahn of the Hazardous Materials Division,
U.S. Coast Guard; Alexander Landsburg from the Systems Safety and Human Factors
Division, Maritime Administration; Fran Lavelle, American Association of Port
Administrators; Elsie Munsel, safety and environmental programs, U.S. Navy;
Larry Reed, assistant director for policy, National Institute for Occupational
Safety and Health; Pete Schmidt, specialty compliance programs, State of
Washington; and James Thornton of the American Industrial Hygiene
Association.
Committee meetings are open to the public, and written
data, views or comments may be submitted, preferably with 20 copies, to Larry
Liberatore, OSHA Office of Maritime Standards, Room N-3621, 200 Constitution
Avenue, N.W., Washington, D.C. 20210. Submissions received before the meeting
will be given to committee members and included in the meeting records. An
official record of the meeting will be available for public inspection at the
OSHA Division of Consumer Affairs.

capacity in which the person will appear and a brief outline of the
presentation. People who ask to address the committee may be allowed to speak,
as time permits, at the committee chair's discretion.
