House support for the Fathers Count Act is an important step towards getting more parents on payrolls so their children won't have to grow up on welfare rolls. This legislation supports and enhances the goals of welfare-to-work.

The bill streamlines welfare-to-work eligibility to better serve hard-to-employ welfare recipients and non-custodial parents. These changes will ensure that the neediest families continue to receive services they need to make the move from welfare to work. The bill has bipartisan support and the support of state and local governments.

I will continue to urge Congress to re-authorize welfare-to-work and increase the funding. Both things -- the eligibility changes and increased funding -- are necessary to reach the hardest-to-employ welfare recipients.
