OPA Press Release: Statement by Secretary of Labor Alexis M. Herman on the House Appropriations Committee Vote on the DOL Budget [10/01/1999]

We submitted a budget to help build up America's workforce. The House appropriations committee has approved a bill that would tear it down. Their version of a budget leaves out almost 200,000 of the poorest, most disadvantaged young people who will be completely left behind without our help. It shuts out 176,000 laid off workers from training and help finding new jobs. The committee's bill is not about bringing everyone into the new prosperity; it is about shutting people out.

And if devastating budget cuts were not enough, the committee passed an amendment to halt regulations that would protect workers' right to know why they are turned down for health benefits, the right to appeal such decisions, and the right to get a fair answer without delay. These are basic patients' rights that can be strengthened without delay but the House Committee doesn't want that to happen.

If allowed to stand, the committee's cuts would severely damage our ability to protect workers' safety and health and to ensure that they are treated fairly. One amendment would stop us from protecting the wages of construction workers.

As a whole, this bill is a pink slip to America's workers.
