Our nation's economy is hitting more homeruns than Mark McGwire. At 4.3 percent, the unemployment rate has been at or below 5 percent for more than two years -- and at or below 4.5 percent for 16 months.

Today's report shows that we have created more than 19 million new jobs since the start of this Administration. President Clinton's policy of fiscal discipline, opening markets, and targeted investments is making a real and significant impact in the lives of working Americans.

The report also shows that for the first time in a year, new jobs were created in manufacturing. Employment in manufacturing grew by 31,000 jobs in July with job growth especially strong in electrical equipment, industrial machinery, and instruments.

And we continue to see robust job growth in virtually all sectors of the economy: construction up by 22,000 jobs; retail trade up by 91,000 jobs; services up by 110,000 jobs. And the high-tech, high-wage industries, including computer services and engineering management, continue to show high growth.
