U.S. Labor Secretary Alexis M. Herman has appointed E. Cooper Brown to a
2-year term as a member of the U.S. Department of Labor's Administrative Review
Board (ARB). In addition, ARB member Paul Greenberg has been appointed to serve
as the Board's Chair.
Prior to his appointment to the ARB, Brown was a principal in the
Washington, D.C. law firm of Cummins & Brown. His private practice included
extensive federal district court and appellate litigation experience in the
areas of tort and personal injury, constitutional, environmental and
administrative law, and worker protection statutes. He received both his law
degree and bachelor's degree from the University of Iowa.
Greenberg was appointed to the ARB in March 1998. Previously, he was an
attorney in private practice specializing in labor law, particularly labor
standards statutes. He received his law degree from George Washington
University and a bachelor's degree from the University of Maryland.
The Administrative Review Board was created in May 1996 by merging the
Wage Appeals Board, the Board of Service Contract Appeals, and the Office of
Administrative Appeals. The ARB issues final U.S. Department of Labor decisions
under approximately 40 different authorities, ranging from environmental
whistleblower complaints to decisions under the Davis-Bacon and Service
Contract Acts.
