Three years ago, President Clinton proposed a G.I. Bill for America's Workers to reinvent our nation's job training system for the 21st century. Today, I am pleased that the Senate took the final step in passing the Workforce Investment Act, legislation that includes the principles of the President's original proposal and delivers a job training system that will help all Americans succeed in the new economy. I am hopeful that the House will take up this legislation in short order.

I want to thank Senators DeWine, Kennedy, Jeffords, Wellstone for their leadership in passing this landmark legislation. This is a clear example of the good that results when we put partnership over partisanship.

The Workforce Investment Act rests on four cornerstones: flexibility, accountability, choice, and streamlined delivery. It rewards innovation, promotes partnerships, cuts red tape and puts power in the hands of individuals and local communities. I am particularly pleased that the measure also enhances the youth job training system by incorporating the President's Youth Opportunities Areas Initiative which will help young people in high poverty areas find and keep jobs.

Our economy is the strongest in a generation. But we can and must do more to help all Americans share in that prosperity and move higher up the career ladder. By reinventing our job training system, this legislation combines business leadership, local flexibility and personal responsibility and will help give every American their ticket to the 21st century economy.
