Last year, this committee worked together to reach a bipartisan agreement to fund the Departments of Labor, Health and Human Services and Education. When we work in partnership, great things can happen. But this bill takes us in the wrong direction. It pulls the rug out from under our young people and directly targets the future of our country.

It harms young people by eliminating the summer jobs program, rescinding funds for the President's Youth Opportunities initiative, cutting the School-to-Work initiative and weakening U.S. leadership on child labor.

This bill also harms the workers of today and the next generation by pulling back on the job-training initiatives we need to ensure that all American workers can bridge the skills gap, climb the economic ladder and succeed in the global economy.

At precisely a time when employers complain that they cannot find skilled workers, it is both counterproductive and counter intuitive to cut back on training, education and investment in America's future. And at a time when we should be building on recent gains, this bill undermines the work of OSHA and MSHA and their efforts to protect the health and safety of America's workers.

Our economy is strong. Our commitment to the workers of today and tomorrow should be, too. But when it comes to education and training, this bill scores an F. And as the President has said, he will have no choice but to veto it. That's the right thing to do because America's working families deserve better.
