President Bill Clinton and Secretary of Labor Alexis M. Herman today
announced 49 winners in 34 states who will receive grants to fund innovative
projects to help the hardest-to-employ welfare recipients acquire the skills,
work experience and resources they need to find and keep good jobs. The grant
winners competed for the funds based on collaborative, community based
programs.
"We have to do more to help former welfare recipients succeed in the
workplace," the President said. "The employers today told me that some of the
hardest things for people moving from welfare to work is providing
transportation, providing child care, making sure that smaller businesses that
may not be able to afford all the training and education have the support they
need. We have to do more."
The President released new figures today showing that welfare caseloads
have fallen to 8.9 million, a record drop of 3.3 million since he signed
welfare reform into law in August 1996. Since the President took office,
welfare caseloads have dropped from 14.1 million cases to 8.9 million cases for
a reduction of 5.2 million since 1993. The Administration has pledged to reduce
the caseload even more.
"We have known all along that the last cases would be the toughest
cases," Herman said. "This money will help local communities in both urban and
rural areas fund programs that will help eliminate some of the barriers keeping
those who want to work from finding the jobs that will lead to
self-sufficiency."
Of the 49 winners, 70 percent are in urban areas, 30 percent are in
rural communities. They represent the first round of a two-year, $711.5 million
grant competition which seeks to encourage communities to develop new,
results-oriented ways to help long-term welfare recipients gain a secure
foothold in the labor market.
These competitive grants are part of the Administration's response to
the historic changes in welfare reform. This money will enable community-based
organizations to partner with government entities, employers and workers so
they can tailor their own strategies for moving people from welfare to work.
Community-based groups, faith-based organizations, workforce
development organizations, private for-profit and nonprofit employers,
educational institutions, cities and counties were among those who applied for
these competitive grants. Grants were awarded to projects in areas with the
greatest need for assistance and operated by government agencies and
organizations with a successful track record. Community partnerships were a
required component of successful proposals.
"I am pleased that we are able to help finance some of the strategies
that are helping long-term recipients get off welfare," said Herman. "Those who
are still on the welfare rolls ache for the dignity of work but may have
limited math and reading skills, poor work histories or problems with substance
abuse."
The programs being funded are diverse and represent a wide array of
innovative approaches to move the hardest to serve from welfare to work. They
include programs to help fathers get jobs so they can pay child support; to
provide intensive skills training; and to offer child care with non-traditional
hours to meet the needs of workers with unusual work schedules.
The grants are part of a $3 billion national effort to reduce
dependency among welfare recipients who face the most difficult barriers to
employment. In addition, under the 1997 Budget Reconciliation Act, $2.2 billion
is being allocated non-competitively during the same two-year period to states
based on their population of poor people and adult recipients of Temporary
Assistance to Needy Families.
The 49 awardees were chosen from among more than 600 proposals
submitted in response to a Federal Register notice issued Dec. 30, 1997. The
awardees will have up to three years to spend the funds. A second solicitation
for the balance of funds for Fiscal Year 1998 competitive grants awards was
issued April 15 with a closing date of July 14.
