Our economy isn't just humming, it sings.

As we enter the commencement season, our economy has earned a place on the honor roll. That's great news for graduates and for all Americans.

The April Employment Situation Report shows last month's unemployment rate was 4.3 percent--the lowest in 28 years.

Job growth continues at a steady, solid pace--and more Americans are sharing in that prosperity. I am particularly pleased that unemployment rates for Hispanics and African-American teens are at an all-time monthly low. This clearly indicates the strength of our economy is across the board. It isn't just deep, it's wide.

Overall payroll employment rose by 262,000 in April. Growth was strong in the high technology, information sectors. Employment in computer services grew by 20,000; engineering and management rose by 19,000; and 30,000 jobs were added in finance, insurance and real estate.

President Clinton's economic strategy is working and moving America into the 21st century. Our economy isn't just making history--it's helping all Americans make it into the new economy.
