U.S. Labor Secretary Alexis M. Herman today announced a
continuation of the roll out of $15 million in Welfare-to-Work grants to help
Indian and Native American tribal governments transform the lives of long-term
welfare recipients.
Herman, who met with tribal leaders during her ten-city,
nationwide welfare-to-work fact-finding tour, said she realized how helpful
these grants will be after hearing from Native Americans who are trying to move
from welfare to work.
"Native Americans searching for work
face monumental challenges presented by lack of transportation, inadequate
resources and the lack of healthy economies on reservations. That is why we are
doing all we can to get these additional resources onto reservations to pay for
innovative solutions that lead to jobs, jobs, training, and opportunities to
move up the career ladder."
Herman also said this funding will help many Native
Americans overcome some of the economic barriers to self sufficiency.
"These grants will help welfare
recipients get job placement, transitional employment and other necessary
support services to gain a more secure foothold in the world of work."
Thirty-three tribes in the states of Alaska, Arizona,
California, Idaho, Kansas, Minnesota, Montana, New Mexico, North Dakota,
Oklahoma, Oregon, South Dakota, Wisconsin, and Washington have been approved
for grants totaling $4.4 million for fiscal year 1998. These tribes join the 26
Indian and Native American tribal governments that were approved for $5.8
million in welfare-to-work grants on March 18, 1998. Additional tribal
welfare-to-work grants, totaling $30 for fiscal years 1998 and 1999, will be
awarded once they are approved.
The Indian and Native American Welfare-to-Work grants are
part of a $3 billion national effort to combat dependency among welfare
recipients who face the most difficult obstacles to employment. One percent of
the $3 billion is set aside for Indian and Native American tribal governments.
Under the 1997 Budget Reconciliation Act, $711.5 million
will be awarded on a competitive basis directly by the Secretary of Labor to
local communities for projects that emphasize innovation, collaboration and
sustainable strategies to attain quality employment, earnings and other
successful outcomes for welfare recipients. Tribal governments, colleges and
other Native American for-profit and not-for-profit organizations are eligible
to apply for the competitive grants.
The remaining $2.2 billion in funds will go to states in
the next 2 years by a formula based on their population of poor people and
adult recipients of Temporary Assistance to Needy Families.
The 33 tribal governments announced today are receiving
grants because their plans have been approved by the department, enabling the
Secretary of Labor to release the welfare-to-work set-aside formula funds to
them.
The grants may be used to fund unsubsidized and subsidized
employment, work experience, on-the-job training and post-employment retention
services, such as child care and transportation assistance.
Note: Attached is a list of the grant amounts to be
allocated to the Native American tribal governments along with a contact name
