Diana V. Fernandez has been named small business advisor to the Office
of Small Business Programs, the Labor Department announced today.
Fernandez is responsible for coordinating the department's efforts to
increase outreach to minority and women-owned small businesses. She will work
to facilitate their full participation in the procurement process. She will
oversee the office's administration of Executive Order 12900, which calls for
increased opportunities for Hispanic Americans to participate in and benefit
from federal education programs. Fernandez will have oversight of the
department's Memorandum of Understanding with the Hispanic Association of
Colleges and Universities and other educational initiatives involving Native
and Asian Americans.
Fernandez comes to the Labor Department by way of the Department of
Agriculture's (USDA) Office of Community Development, where she provided
community development assistance to the office's various initiatives. Prior to
that, Fernandez was a program analyst for USDA's Food and Nutrition Service,
where she performed legislative, program and budget analyses.
While at USDA, Fernandez served as President of USDA's Hispanic Emphasis
Program Management Council and played a key role on the Secretary of
Agriculture's Hispanic Issues Task Force. She also worked toward developing a
comprehensive plan for USDA to meet and serve the needs of the Hispanic
community in the areas of program services, education and career development.
Fernandez earned a Masters in Public Policy from Harvard University and
a Bachelor of Arts in Sociology from Columbia University.
