OPA Press Release: Kathryn Higgins Sworn in as Deputy Secretary of Labor [07/02/1997]

Kathryn (Kitty) Higgins, former Assistant to the President and Cabinet Secretary in the Clinton Administration, was sworn in to office today as Deputy Secretary of Labor. Labor Secretary Alexis M. Herman administered the oath of office in a ceremony at the Labor Department.

"I am more than pleased to welcome back my friend and colleague Kitty Higgins," said Herman. "As we look ahead to the many challenges facing the nation's workforce, there is no one better qualified to help improve the lives of America's working families."

Higgins has served the department twice before in her career. Most recently, she was chief of staff to Labor Secretary Robert B. Reich. She began her career as an employment and training professional for the department's Manpower Administration in 1969 and stayed on for nine years.

"Kitty Higgins has spent her entire career in public service," said Senator Thomas A. Daschle of South Dakota. "She knows how the Labor Department functions, and she knows how to make the department work for working people."

From 1986 to 1993, Higgins was chief of staff for Congressman Sander M. Levin of Michigan. In 1992, she served as deputy director of Congressional Relations for the Presidential Inaugural Committee. Prior to that, she served as an assistant director for employment policy on the domestic policy staff for the Carter Administration. There she helped create Vice President Walter Mondale's task force on youth employment to address persistently high youth joblessness.

In 1981, she joined the Senate Labor and Human Resources Committee to handle education and training policy for Senator Edward Kennedy, where she helped pass the Kennedy-Quayle Job Training Partnership Act. From 1982-86, she served as the Democratic staff director for that committee.

Higgins received a degree in social science and education from the University of Nebraska and hails from Yankton, South Dakota. She was married for 16 years to William J. Higgins, an executive with the Occupational Safety and Health Administration until his death in 1987. She has two sons, Liam, 22, and Kevan, 19.
