"The test of a budget is whether it helps ordinary families achieve the American Dream. The spending plan the House approved tonight not only doesn't help families achieve that goal -- it makes it even harder for them to reach that cherished destination.

"Families today need a ladder to new opportunities. but with this vote, Congress has kicked the ladder out form under millions. The House's action will block the path to new work for Americans who need job training, eliminate summer jobs for young people who want to work, and reverse two decades of progress in making workplaces safer.

"The new Congress promised reform, but delivered a wrecking ball. As I've travelled the country talking with working families, I haven't met anyone who voted for this kind of change."
