In today's thriving economy, now is the time to ensure that all our youth have the opportunity to share in our nation's prosperity. Employers need skilled workers, and we have an untapped pool of youth who could be filling these jobs. We must do everything we can to educate and train them for 21st Century jobs. Our challenge is to turn pools of potential into oceans of opportunity.

President Clinton's proposed increases in funding for Youth Opportunity grants and the Job Corps are bold and necessary steps toward achieving this goal and closing the skills gap.

The President's investments in education and training have already turned around thousands of young lives. With this additional investment, we can provide hope to more young people across our nation, making sure that young people from rural areas have a real chance and that youth from the inner city are in the inner circle of opportunity.
