Today's report continues to show that high school students are meeting the challenge they know that obtaining marketable skills is the ticket to success in the 21st century. By last fall, 63.0 percent of the 1999 high school graduates were enrolled in college.

Even with the economy's overall strength, skills are the ticket to success. The October unemployment rate for the 1999 high school graduates who did not enroll in college was 17.5 percent, while the unemployment rate for those who dropped out between October 1998 and October 1999 was an astonishing 26.1 percent.

The message to America's young people is clear: what you learn has a direct and significant impact on what you earn. That is why we have launched our Youth Opportunity Movement to ensure that all of our young people have the skills they need to succeed in today's economy.
