The nation's economy is strong and solid.

The unemployment rate dropped to 3.9 percent, the first time it has been below 4.0 percent since 1970. We set other records, too. Hispanic unemployment fell to 5.4 percent, for African Americans it fell to 7.2 percent, and for African American teens to 22.2 percent, all the lowest on record. In addition, the proportion of the population with jobs increased to 64.9 percent, a record high.

These figures show that our prosperity is propelling more and more Americans into the mainstream. But our work is not done. To keep the strong economy in balance, we must stay committed to our strategies of fiscal discipline and investing in training to upgrade the skills of all workers, from those already on the job to the pools of untapped potential. The nation's productivity and continued growth depend on it.
