OPA Press Release: Statement of U.S. Secretary of Labor Alexis M. Herman on Latest Contingent and Alternative Employment Arrangements[12/21/1999]

The Bureau of Labor Statistics third report on contingent and alternative employment arrangements shows that these workers continue to be a small (between 1.9 - 4.3%) but stable proportion of the workforce. In this strong economy, these arrangements allow workers the flexibility they deserve while employers get the workers they need.

I am pleased to see the strong wage growth over this two-year period among some contingent workers. Independent contractors and contract company worker's wages increased by about 22%, nearly 3 times the rate of growth of all workers. While these workers have experienced high-wage growth, some workers with alternative work arrangements are being left behind. Full-time earnings for on-call and temporary workers are 87% and 63% respectively of traditional worker's wages. We need to continue to ensure that all workers have the skills they need to prevent them and their families from being left behind.
