U.S. Labor Department Achieves Highest OMB Rating for Budget and Performance Integration

Labor’s “Green” Rating is for Progress on President’s Management Agenda Scorecard

WASHINGTON—The U.S. Department of Labor (DOL) recently achieved the highest rating from the Office of Management and Budget (OMB) for the Budget and Performance Integration initiative of the President’s Management Agenda (PMA). President George W. Bush sent his PMA, a strategy for improving the management and performance of the federal government, to Congress in the summer of 2001. Relating budget decisions to program performance better is one of the five critical areas for achieving results under the PMA.

“The Department of Labor has been recognized as a leader in the implementation of the President’s Management Agenda by adopting performance-based budgets that set real goals and that hold managers accountable for achieving those goals,” said Secretary of Labor Elaine L. Chao. “The PMA has set high standards for performance and is a critical tool for serving America’s workforce in the 21st Century.”

The Labor Department is one of only two Cabinet-level departments and is among five out of 26 federal agencies to achieve a score of “green” for budget and performance integration. The latest scorecard issued by OMB reflects progress for the quarter ending June 30, 2004.

DOL’s achievement of green status is related to it making department- and agency-level goals part of managers’ and employees’ performance standards for many programs. Integrating performance and budgeting has led to more effective program and resource decisions by federal agencies. At DOL, such integration has also led to increased communication and interaction among staff and served as a decision-making tool for program direction and day-to-day management of DOL programs.

OMB’s scorecard for the President’s Management Agenda tracks the progress of 26 departments and major agencies for the five government-wide initiatives aimed at improving results to citizens, including Strategic Management of Human Capital; Competitive Sourcing; Improved Financial Performance; Expanded Electronic Government; and Budget and Performance Integration.
