Statement of U.S. Labor Secretary Elaine L. Chao on Congressional Passage of Bipartisan UI Integrity Bill

WASHINGTON—U.S. Secretary of Labor Elaine L. Chao today released the following statement regarding Congressional passage of HR 3463, the SUTA Dumping Prevention Act of 2004, which will strengthen the integrity of state unemployment insurance (UI) programs. The U.S. Senate passed the bill late Thursday July 22, after the U.S. House of Representatives approved it on July 14.

“This Administration is committed to helping America’s unemployed workers, and that’s why we asked Congress to join us in strengthening the integrity of the unemployment insurance system.

“America’s unemployed workers and the integrity of the system depend on all employers paying their fair share of unemployment taxes. It’s simply not fair to workers, or to the vast majority of employers who play by the rules, for a few unscrupulous employers to set up shell companies to avoid paying their fair share.

“On behalf of America’s workers, I want to thank Congressmen Wally Herger and Ben Cardin and Senators Don Nickles and Ted Kennedy for their hard work and leadership on this important bipartisan legislation.”
