ETA Press Release: Department of Labor Announces $4 Billion in Grants to States for Employment and Training Programs [02/06/1998]

Secretary of Labor Alexis M. Herman today announced that states across the country will soon be receiving a total of $4 billion in grants from the U.S. Department of Labor for Americans in need of job training. The grants are the foundation for the nation's network of job training programs and public employment offices to serve job-seekers, dislocated workers, disadvantaged adults and at-risk youth.

"One of my primary goals is to equip every working American with the skills to find and keep good jobs with rising incomes throughout their lives," Herman said. "The funding we are announcing today will go a long way toward helping local communities accomplish this important goal."

The funds, distributed to states under the Job Training Partnership Act (JTPA) and the Wagner-Peyser Act, are allocated according to formulas that take into account such factors as the size of the civilian labor force, the unemployment rate and the proportion of economically disadvantaged citizens in each state.

Under JTPA, states receive money to operate training programs for disadvantaged and dislocated workers. States will share $1.3 billion for services for disadvantaged adults and others who face significant employment barriers. Programs for dislocated workers will receive $1.3 billion. Dislocated workers are those who lose their jobs due to mass layoffs or plant closing, are long-term unemployed or are eligible for or have exhausted unemployment insurance, and are unlikely to return to their previous occupation or industry. States will also receive $129.9 million for year-round programs for disadvantaged youth.

The 1998 appropriation for the summer youth employment program, $871 million, provides public-sector jobs for low-income youth between the ages of 14 and 21. Participants learn the work ethic, as well as specific job-related skills. Many participants also have the opportunity to improve their basic reading and math skills, which helps them when they return to school.

In addition, the public-sector summer jobs program provides the impetus for private-sector involvement. Frequently using public-private partnerships with mayors' programs, private-sector firms hire youth identified by the public sector, provide a financial contribution to the public-sector program or offer in-kind donations such as transportation, space or equipment for job creation in the public sector.

A total of $761.7 million will be allotted for public employment service programs. The public employment service involves a federal-state partnership between the U.S. Employment Service and the state employment security agencies.
