LABOR DEPARTMENT MAKES DOWNPAYMENT ON NATION'S NEW WORKFORCE SYSTEM [01/29/1996]

The U.S. Department of Labor today awarded $4.05 million to 23 states, marking completion of a national downpayment on a new system of one-stop career centers that help American workers make informed choices about their work lives and their futures.

One-stop systems provide a variety of services including assistance with filing unemployment insurance claims, career counseling and information about job openings, searches, referrals and placements.

"President Clinton's State of the Union message underscored the need for investment in our nation's human resources," said Secretary of Labor Robert B. Reich. "One-stop centers are the key to providing 'real time' information on jobs, labor market trends, training opportunities and other information workers need to get new and better jobs."

The 23 states and territories will use the one-stop planning grants of $150,000-$250,000 to begin development of career centers.

"With these awards," Reich said, "We have fulfilled our promise to the American people to begin building a one-stop system for the entire nation. The 23 states and territories receiving funds today join 31 others which are already moving ahead with this new wave of customer service and delivery."

Funding for today's round of grants was based on civilian labor force statistics. Grant awards are:

Receiving $250,000:

New York Pennsylvania

Receiving $200,000:

Alabama Arkansas
Georgia Mississippi
Oklahoma Puerto Rico
South Carolina Tennessee

Receiving $150,000:

Delaware District of Columbia
Guam Hawaii
Maine Nebraska
Nevada New Hampshire
North Dakota Rhode Island
South Dakota U.S. Virgin Islands
Wyoming

Each state will develop its own one-stop plan tailored to specific labor market conditions and needs. One-stop centers also provide labor market information through computerized data bank systems that house localized information on job vacancies and worker availability, salary and wage rates.
