The highest insured unemployment rates in the week ending Nov. 11 were in Puerto Rico (6.4 percent), Alaska (5.8), Washington (4.4), California (3.7), Rhode Island (3.3), Oregon (3.2), Hawaii (3.1), New Jersey (3.1), Pennsylvania (3.1), and Montana (3.0).

The largest increases in initial claims for the week ending Nov. 18 were in Pennsylvania (+12,336), Michigan (+11,858), California (+9,892), Ohio (+8,377), and New Jersey (+5,219), while the largest decreases were in Texas (-636), New York (-552), Mississippi (-530), Delaware (-394), and Maine (-261).

*The unusual increase was the result of the Federal shutdown during November 14-19, 1995. Figures were not as high as might have been expected for a variety of reasons. Some States did not process these claims, although some intend to do so. Some States decided to return the claims because of the recall. One State did not take claims from the shutdown. Delayed filing and filing claims through Federal agencies which were not forwarded to State agencies also contributed to the low level of reported claims. The various State actions are consistent with their laws.
