In the week ending Nov. 25, the advance figure for
seasonally adjusted initial claims was 363,000, a decrease of 16,000 from the
previous week's revised figure of 379,000. The 4-week moving average was
373,250, a decrease of 1,000 from the previous week's revised average of
374,250.
The advance seasonally adjusted insured unemployment rate
was 2.3 percent for the week ending Nov. 18, a decrease of 0.1 percentage point
from the prior week's unrevised rate of 2.4 percent.
The advance number for seasonally adjusted insured
unemployment during the week ending Nov. 18, was 2,605,000, a decrease of
52,000 from the preceding week's revised level of 2,657,000. The 4-week moving
average was 2,654,750, a decrease of 4,750 from the preceding week's revised
average of 2,659,500.
The advance number of actual initial claims under state
programs, unadjusted, totaled 336,104 in the week ending Nov. 25, a decrease of
88,906 from the previous week. There were 295,729 initial claims in the
comparable week in 1994.
The advance unadjusted insured unemployment rate was 1.9
percent during the week ending Nov. 18, a decrease of 0.3 percentage point from
the prior week. The advance unadjusted number for persons claiming UI benefits
in state programs totaled 2,112,360, a decrease of 313,058 from the preceding
week. A year earlier, the rate was 1.9 percent and the volume was
2,041,379.
Extended benefits were available in Puerto Rico during the
week ending Nov. 11.
Initial claims for UI benefits by former Federal civilian
employees totaled 30,582 in the week ending Nov. 18, an increase of 27,929 from
the prior week.* There were 2,365 initial claims by newly discharged veterans,
an increase of 174 from the preceding week.
There were 40,238 former Federal civilian employees
claiming UI benefits for the week ending Nov. 11, an increase of 9,955 from the
previous week. Newly discharged veterans claiming benefits totaled 29,348, an
increase of 2,984 from the prior week.
The highest insured unemployment rates in the week ending
Nov. 11 were in Puerto Rico (6.4 percent), Alaska (5.8), Washington (4.4),
California (3.7), Rhode Island (3.3), Oregon (3.2), Hawaii (3.1), New Jersey
(3.1), Pennsylvania (3.1), and Montana (3.0).
The largest increases in initial claims for the week ending
Nov. 18 were in Pennsylvania (+12,336), Michigan (+11,858), California
(+9,892), Ohio (+8,377), and New Jersey (+5,219), while the largest decreases
were in Texas (-636), New York (-552), Mississippi (-530), Delaware (-394), and
Maine (-261).
*The unusual increase was the result of the Federal
shutdown during November 14-19, 1995. Figures were not as high as might have
been expected for a variety of reasons. Some States did not process these
claims, although some intend to do so. Some States decided to return the claims
because of the recall. One State did not take claims from the shutdown. Delayed
filing and filing claims through Federal agencies which were not forwarded to
State agencies also contributed to the low level of reported claims. The
various State actions are consistent with their laws.
