The U.S. Department of Labor is awarding more than $2.4
million to help Ohio workers who are losing their jobs because of efforts to
comply with the Clean Air Act, Secretary of Labor Robert B. Reich announced
today.
"Our nation's environmental and employment priorities
should not be in conflict," Reich said. "Workers adversely affected by sound
actions, such as those taken to protect the environment, should receive
assistance in making the transition from old jobs to new jobs. We are committed
to providing these workers with the training, retraining and other adjustment
services they need to remain competitive in the workplace."
The first award, for $2,106,332, will be used for workers
dislocated as a result of the restructuring of the Ohio Edison R.E. Burger
Plant in Shadyside. This restructuring is attributed to aging equipment and the
cost of bringing the units into compliance with requirements of the Clean Air
Act Amendments of 1990.
The second award, for $297,223, will help workers from
Costain Coal, Inc., in Gnadenhutten; Quinn Development Company and Marietta
Coal Company in St. Clairsville; and Bellaire Trucking Company in Cadiz. These
layoffs are due to compliance with requirements of the Clean Air Act Amendments
of 1990. The operator for both projects will be the Service Delivery Area 31
Governing Board, Job Training Partnership of Southeast Ohio.
The grants, authorized under the Job Training Partnership
Act, will provide a number of services including basic readjustment, intake and
eligibility certification, retraining and supportive services. Supportive
services will include needs-related payments, transportation, child care
assistance, class supplies and lodging, as necessary.
The dislocated worker program is a comprehensive approach
to assist workers who have been, or are about to be, laid off for reasons such
as technological change, foreign competition or government actions. In general,
such workers are eligible if they are unlikely to return to their previous
industry or occupation.
