DEPARTMENT OF LABOR ANNOUNCES $18 MILLION INVESTMENT IN LABOR INFORMATION NETWORK

Labor Secretary Robert B. Reich today announced the release of $18 million in grants to all states to continue implementation of America's Labor Market Information System(ALMIS). The secretary also formally released the department's report to Congress on labor market information. The report contains 19 specific recommendations for improvements in the collection, dissemination and analysis of labor market information.

"We are moving aggressively to deliver useful information to the people who need it," Reich said. "These grants will mean that by this time next year, laid off workers will know what jobs are hot, what they pay, and where to find them. In many states, they will get this information through a One Stop Career Center or perhaps from their home computer or a computer in the local library."

The grants are provided to all states to finance the production of certain "core products and services" that have been identified as critical to effect local labor market decision- making. The products and services include: industry and occupational projections, improved information on wages, the creation of a standard, state-level computer database of Labor Market Information(LMI), improved training for LMI professionals and the users of LMI, and improved dissemination of information, particularly electronically.

The ALMIS report describes a vision of the information system and products that will be needed to permit Americans to manage their work lives into the 21st century. The vision sees a world in which the latest technology is put in the service of the average working man and woman. The report lays out 19 initial steps which need to be taken to achieve the visions and notes several steps which have already been taken.

The grants are part of the Administration's effort to develop a world class information system to serve America's workers. Other parts of the effort include:

+ Placing America's Job Bank on Internet (www.ajb.dni.us). AJB is the largest single job bank on Internet with over 100,000 direct daily job listings and access to an additional 50,000 listings available through Internet-accessible state job banks.
+ Creating six state consortia to do basic research and development work to ensure the continuous improvement of the information and delivery system.
+ Creating an LMI Training Institute to teach and refine the skills of analysts at the state level and to disseminate research findings and new techniques from the state consortia.
+ Starting development and implementation of a nationwide system of talent banks.
+ Building the technological infrastructure in the six leading edge One Stop states.
